agent 添加访问限制，选择登陆方式为 CAS、OAUTH 等单点登录方式，如果用户没有权限访问 ，会直接跳转到一个 图片上这样的界面

希望能够支持像 ldap 的方式可以提示 用户没有访问权限访问
