CMake min version inadvertently bumped from 3.14 to 3.27 on Windows

This PR inadvertently bumped the min CMake version on Windows:

We should either update the min version (requires TSC approval) or make the debug tools conditional on the version.

@remia , I believe it was this CMake command:

       set_property(TARGET ${target_name} PROPERTY
            VS_DEBUGGER_ENVIRONMENT "PATH=$<JOIN:$<TARGET_RUNTIME_DLL_DIRS:${target_name}>,;>;${extra_dirs};%PATH%"

Any objection to bumping our minimum to 3.27?

Thanks, make sense as it seems TARGET_RUNTIME_DLL_DIRS is introduced in CMake 3.27.

No objection that I can think of, maybe should raise next TSC.
