I haven't had a chance to try to recreate this situation, but can you confirm that this is related to a laptop with NVIDIA Optimus and the switching between it and an onboard, say Intel GPU?

I had the same occurrence on both a laptop with an Optimus setup (NVidia dedicated, intel HD integrated) and my main workstation, with just the NVidia card.

@DonnieAlex I've had a similar issue with the second monitor not being driven, but instead enabling the persistence service I have to do a sudo dracut --regenerate-all --force after the NVIDIA package install and then everything gets driven correctly.
