Allow the user the ability to automatically restart the application after changing languages

Hello @vivadavid

I've actually removed the need to restart the application when changing the language. As such, I believe this is no longer needed.

The new ability to switch languages on-the-fly will be released in the next version of Opal. It shouldn't take more than a week or two to get this out. I want to do more testing first.
