Refactor Communication by Media

Act of Communication by Mass Media should be a subclass of Act of Communication by Media.

Radio Broadcast and Television Broadcast are currently subclasses of Act of Communication by Media, but would be better categorized under Act of Communication by Mass Media.

Subtypes of Act of Communication by Mass Media should be refactored. For example, the Event Ontology contains Act of Publishing Mass Media Press Release but not Act of Publishing or Act of Press Release.

More generally, the types of media content used in these acts of communication types should have their relationships with the new class Media Content Entity (see PR #674) and relevant IBAs formally defined as appropriate. NB: This may need to be broken out into it's own issue.

Making Television Broadcast a subclass of Act of Communication by Media(transitively) makes the same mistake. There is no IBE being transferred.
I'd suggest moving Act of Communication by Mass Media below "Act of Communication" which doesn't have the same IBE commitment.

After multiple discussions, the following changes have been recommended:

1. 'Planned Act' - change 'Directive ICE' in the definition to 'Prescriptive ICE'
2. 'Planned Act' - add axiom <Act AND realizes SOME ((role or disposition) AND (concretizes SOME 'Prescriptive Information Content Entity'))>
3. 'Act of Communication'
   i. revise definition to be: "A Planned Act in which the objective is to create a concretization of some Information Content Entity in one or more recipients."
   ii. add a scopeNote stating that this is intended to avoid making Act of Communication a success term, i.e., something that only exists when the act is successful.
4. Change label of 'Act of Communication by Media' to 'Act of Communication by Movement of Information Bearing Artifact' to better reflect what is occurring
5. Remove the phrase "around the world" from the definition of 'Mailing'
6. Create new class ‘Act of Communication Mediated by Artifact’ – define it as "An Act of Communication in which technology is used to create a new copy of the Information Content Entity in the recipient."
7. Move all current subtypes of 'Act of Communication by Media' except ‘Mailing’ under ‘Act of Communication Mediated by Artifact’
8. 'Communication Artifact Function' – replace “meaningful signs are conveyed” in the definition with "information is conveyed;" or "one or more Information Content Entities are conveyed"
9. Move 'Communication Reception Artifact Function' and 'Communication Relay Artifact Function' to be subclasses of 'Communication Artifact Function'
10. Create a new class 'Communication Transmission Artifact Function' as a subtype of 'Communication Artifact Function'
11. Many ‘Act of X Communication’ should be defined classes, e.g., 'Act of Deceptive Communication' – need to determine how to logically define these
12. 'Act of Personal Communication' – update definition to state that the objective is for the communication to be received by a small audience
