PR's that are typo fixes, small corrections and just overall 'fixups' are fine to do without a corresponding issue.
If you want to suggest a new feature start by opening an issue and discussing it before making any changes and opening a PR :).
We follow semver 2.0.0 which you can find right here. Do note: that this won't be important till we reach 1.0.0.
