Handle write_restart_at_endofrun from driver in NUOPC cap

The driver sets write_restart_at_endofrun and CESM components need to respond to it, in order to this driver namelist item to work correctly in CESM.

This was discussed in CSEG, it's not a priority for the cesm3.0 release, but something that would be good to get done eventually.
