Add option to choose an environment admin when creating an environment

When creating an environment, we should give the creator the option to choose one or multiple environment admins. These admins could be users, groups, or roles.

This will allow the creator to delegate responsibility for the environment immediately to the assigned admin(s).

Replicates #6838 for environments.
