Word limit for application fields is not enforced

Reproduction steps

1. Create an application form that contains a rich text field with a word limit of 50
2. Create a Fund using this application form (and the "Request" workflow for example), and a Round for that Fund
3. Open the application form for that round, in the rich text field insert more than 50 words
4. Submit the application (or preview then submit)
5. Observe that the application is submitted without errors. I would expect the system to reject the application because of the word limit

Priority

I'd categorize this as High/Medium. It's not blocking per-se, but it's very surprising that Hypha lets you set a word limit but doesn't enforce it.
