FR: Add an option to disable directly flash to device in webui

This feature will be helpful for some device like Redmi note 12 pro 5g to use that boot.img and flash through pc for KernelPatch support.

I noticed you guys already have that option in utils_functions.sh but I think there's a way to make it possible in webui right?

Well I checked the reference commit and see a weird issues tho. When I try to patch, the info dropped down so fast that it hide the switch tho. Well I can't scroll it back either. This is the reproduce screen record:
