Cactus Growth Modifier is not implemented

Expected behavior

Expected the cactus to grow faster.

Observed/Actual behavior

I changed the cactus growth in spigot.yml, but it’s not working. I even changed it to the maximum percentage, 1600 according to the site, but it still doesn’t work.

Steps/models to reproduce

Change it in spigot.yml.

cactus-modifier: 1600
