3.x Breaks IE11 support

I suspect this was unintentional.

It may be to do with using `module:2020`

Also, `@angular/core` should be set to the LTS or above, instead of 10.x which was released a couple of months ago.

I recommend using `@angular/core: ^8.0.0` unless there is a specific feature that requires an angular newer than that.
