Update Colorado TANF grant standards for 2025 current law

PolicyEngine-US appears to still use the 2024-07-01 Colorado Works / TANF grant-standard amounts, while the current Colorado rule effective 2025-07-01 updates 9 CCR 2503-6 § 3.606.1.F.
