[13.0.0-beta.5] Blocks inserted from the flyout in the wrong position when some block inputs are focused

Description

As an example, if the repeat times block is focused, the user presses T and inserts a command block, the command block is initially placed inside the repeat times block as expected.

If the number input of the repeat times block is focused, and the user performs the same action, the command block is unexpectedly placed on the workspace.

This is a behaviour change from the keyboard nav plugin.

It is not clear when this goes 'wrong'. For example, if you do the same thing with the repeat while block and the while dropdown has focus, the command block is placed inside the repeat while block as expected.
