Wrapping up release for v3.9 such updating

• Some CI/CD workflows to be done.
• Write a blog entry.
• Review how python version is targeted in package builds.

Started some initial investigation into St2 v3.10 release.
Rocky10 and Ubuntu 24.04 with MongoDB 8.2, Rabbitmq 4.2 and Redis 8.2

Eventlet Deprecation

Carlos nzlosh and Jake skiedude will start meeting for 2 hours on every second Wednesday at 17:00 to 19:00 UTC starting
from 18th February 2026 to work on migrating from eventlet. Work will be based on information
from the site https://removal.eventlet.org/guide/preparing-for-migration/
