Describe the bug

The generated netlify.toml for both React and Solid frameworks uses dir under [build], which is not a valid Netlify config key. Per the official Netlify docs (https://docs.netlify.com/build/frameworks/framework-setup-guides/tanstack-start/), it should be publish.

Steps to Reproduce the Bug or Issue

  1. Run cli
  2. Select netlify

Expected behavior

It should create correct netlify.toml
