With two PCs (connected via Ethernet), seeding one way shows 0 MiB/s, but the clock going down, whereas it works fine the other way. #13060

Steps for reproducing this issue:

  1. Connect two Fedora PCs to a gigabit switch with Cat 7 and 8 (SFTP) Ethernet cables.

  2. Attempt to seed from mine to my brother's. This succeeds.

  3. Seed from his to mine. This fails.

  4. Cancel the transfer. This succeeds:
