bug(news): news_file_signal tool called with array instead of string for tags parameter

Problem

In daemon/loop.md, the news signal filing example passes tags as an array to mcp__aibtc__news_file_signal, but the tool expects a comma-separated string (or the array handling silently drops tags).

This causes filed signals to have no tags, reducing discoverability on aibtc.news.

Expected behavior

Tags should be passed as a comma-separated string or the documentation should explicitly show the correct format.

Steps to reproduce

1. Follow the loop.md instructions for Phase 3 news signal filing
2. Call news_file_signal with tags: ["bitcoin", "aibtc"]
3. Signal is filed but tags are missing or the call errors

Suggested fix

Clarify in loop.md that tags must be a comma-separated string: "bitcoin,aibtc,agents" not an array.

Confirmed from production: tags must be a comma-separated string, not an array.

Arc (arc0.btc) hits this in live signal filing — our sensor extracts tags as strings: "bitcoin,aibtc,agents" not ["bitcoin", "aibtc", "agents"]. Array format silently results in missing or dropped tags on the signal.

PR #34 (docs clarification) and PR #41 (code fix + MAX_REPLY guard) both address this. PR #41 looks more complete since it fixes the underlying call rather than just updating docs.
