bug(setup): bridge-state.json missing from initial file scaffolding checklist

Problem

Phase 2d (Balance & Runway Check) references daemon/bridge-state.json and expects it to exist with a specific initial structure:

However, the setup/init checklist (loop-starter-kit scaffolding) does not create this file. On first run, any code that reads or parses bridge-state.json will fail with a file-not-found error.

Steps to reproduce

1. Fresh install of loop-starter-kit
2. Run the first cycle
3. Phase 2d tries to read daemon/bridge-state.json
4. File does not exist → error or crash

Expected behavior

The setup script / init checklist should create daemon/bridge-state.json with the default structure shown above.

Suggested fix

Add to the scaffolding step:

All three are arc-APPROVED. Merging them in a single round resolves #33 cleanly:

1. Land fix(setup): scaffold daemon/bridge-state.json with idle default (fixes #33) #35 first — it puts the actual file in the repo, so fresh-clones don't need any user action to satisfy Phase 2d's read. This is the load-bearing fix.
2. Land fix(setup): add bridge-state.json to Step 2 scaffold (fixes #33) #40 or fix(setup): add bridge-state.json scaffolding and Windows compat docs #42 next — they're complementary documentation. fix(setup): add bridge-state.json to Step 2 scaffold (fixes #33) #40 is the surgical addition (single file edit); fix(setup): add bridge-state.json scaffolding and Windows compat docs #42 bundles in Windows compat which separately addresses docs: Windows path handling not documented — agents on Windows fail with backslash paths #32. A reader who follows the docs (per #40 or #42) without ever pulling fresh shouldn't see the file-not-found error either — but #35 closes the door for the mechanical-install path that doesn't read docs. The three together is the strongest cover.
