4.0 Monitor - Break up existing External Compactions page

1. The CompactionCoordinator can be removed, it's the Manager now
2. The Compactors section could be moved to its own page in the "Servers" menu
3. The Running Compaction section can remain in the Activity menu (maybe as the Active Compactions page).
