[R] Update docs to reflect removal of OpenSSL 1.0 and 1.1 support #49330
Description
The R package documentation still references OpenSSL 1.0 and 1.1 binary variants, but support for these older versions has been removed.
Files to update:
- r/vignettes/install.Rmd (lines 39, 274-275)
Changes needed:
- Update minimum OpenSSL version requirement
- Remove references to linux-openssl-1.0 and linux-openssl-1.1 binary variants
