[Release][Packaging] Add Reproducible Builds for RPM based packages

Describe the enhancement requested

This is a subtask for the parent of adding Reproducible builds for all our Linux Packages only focused on the RPM related Packages.

We added the ability to do automated source release signing to Arrow on:

Reproducible builds are a requirement to be able to add automated signing. We would like to be able to do automated signing for our Linux packages too as discussed here:
#47058 (comment)

We have already moved the Linux packaging jobs to the apache/arrow repository via:

We should investigate what are the necessary tasks to provide reproducible builds for our Linux packages.
