Check Dependabot PRs

In addition to checking if all of a repositories actions are allowed it should also check if any Dependabot updates are on the allowlist in order to help prevent premature updates.

It happens automatically - when you add allowlist as action and dependabot updates the action, allowlist will automatically check those newly updated versions in the PR:
