Refactor autoreduce_qp records.py into autoreduce_db or utils

What can be improved?

Refactor the records.py create_reduction_run_record into a common package. Currently it’s duplicated in the tests for autoreduce-scripts. (test_manual_remove.py).

An alternative is to import it in autoreduce-scripts, but making it dependant on the queue processor is probably not a good choice long term.
