[FEATURE] - CSV/Excel File Importer

There is a CSV/Excel file exporter but there does not seem to exist an equivalent importer tool to allow users to import data as a new table.

I think it could be nice and useful to allow users to upload a CSV file to either create a new table or maybe even update a table that already has the correct column mapping.
