Currently we need Tyler's review on LICENSE changes that only have to do with version bumps. We could consider relaxing the review requirements if the diff is just dates and version numbers.
This would smooth out version bump PRs.
The way we would do this is by replacing the CODEOWNER requirement with a CI job (and make Tyler a codeowner of the CI job instead, so he would basically be the owner of the rule instead of the literal file).
