Disable dpdkevents plugin

Hi guys,

Could one of you add confflags += --disable-dpdkevents to debian/rules on the various nighly branches? That will get our CI green and nightly packages building again.
I'd do it myself, but I don't seem to have access to this repo.

Hi, I'm one of the DPDK maintainers in Debian ( @cpaelzer is the Ubuntu maintainer), is there anything broken w.r.t. the DPDK builds that we can help with?
