Timezones question

I have a question about time zones. Is this the time zone of the server itself, or is it the time zone of the server that I want it to be?
Let's say my server is located in Germany. I am in Ukraine, in a different time zone. My target audience is also in Ukraine, which means that all scheduled tasks run according to Ukrainian time.
Should I select the Ukrainian time zone in the server settings, so that all servers will have the local time and the server's time zone will not matter, right?
Or am I misunderstanding something?
How will this affect the time zone, for example, of MySQL databases?
I also searched for this on the website but couldn't find anything. I would like this question to be explained in the FAQ or somewhere else.
