[5.x]: New Tab button overlaps with the tab contents in Field Layout editor

What happened?

Description

I'm seeing an issue where the New Tab Button is overlapping the Add button in the first tab:

Not sure what causes this. Looks like it only happens with Entry Types where the first tab has tons of fields. I only found it in two entry types with lots of fields, and the button is positioned slightly differently in both (see screenshots).

Steps to reproduce

Unclear.

Expected behavior

The button should not overlap.

Actual behavior

The buttons overlap and are partially obscured.

I can’t reproduce that. Are you getting any JS errors?
