Allow merging of runArgs #632
Description
I'm trying to define runArgs via the container metadata and extend it in the project devcontainer.json.
Currently this doesn't work, only the value from devcontainer.json is used.
Also the behavior of this is not documented in docs/specs/devcontainer-reference.md
