[Feat]: Add support for wrapping `go` command and letting user know an updated version of Go is available

Add an option to the script asking the user if they desire to know when new releases of Go are available when they execute the go command and install a wrapper that tracks go versions.

This will likely be something done only daily to ensure there aren't issues with too many requests against the tags for Go.
