Allow for mcp instructions via code connect CLI

Describe the feature you'd like:

- Currently enterprise github does not work with the code connect UI, which has a button for adding mcp instructions.

- It would be great if there was a "instructions" property we could add in the `.figma` files for those of us using the CLI for code connect.

- Are comments that are added to the code connect picked up by the MCP?
