Keyboard navigation stopped working (macOS)

I am not sure when exactly this issue started. Can't say if it happened after a fork update or after macOS update.

Previously I was able to use Tab /Shift + Tab to move between UI element.

I have this feature enabled in Keyboard preferences:

This issue reduces the ability to work exclusively with keyboard shortcuts and requires the use of a mouse in some places.

For example, if I want to "force push" quickly (something I do many many times a day), I need to use the mouse to mark the checkbox. Previously I was using Tab to cycle to the checkbox, Space to enable it and Shift + Enter to push.
