vitessio#18448 was a follow up for a specific case where it was connecting with mysql users that didn't have a password. This case doesn't apply to our use and thus isn't worth the risk of back-porting it

vitessio#16257 existed at the time that we discovered and backported vitessio#16255 to fix the issue that was discovered with the movetables action. Unless we identify this as still being an issue I don't think we try and apply this backport
