This issue was previously a mixed-scope work-issue. Converted to a pure index 2026-05-27 per estate triage. All actual work lives in the child issues below. Detail (severity, blocked-by, INT/DOC/CORE id mapping) lives in docs/TECH-DEBT.adoc and docs/ECOSYSTEM.adoc in-repo.

Status refresh 2026-05-30: checklist reconciled against main. INT-04 (#260, compiler-distribution) is done — settled + recorded as ADR-019 (docs/decisions/0019-compiler-distribution.adoc, PR #476). INT-01 (#178) and the original INT-04 umbrella (#181) are closed. Doc-truthing (#176) is now mechanically enforced in-repo (tools/check-doc-truthing.sh, DOC-16/17 via #476/#475/#479) but stays open as a standing MONITOR. Remaining open children are substrate/satellite work, several in repos outside this one.
