Document the toolchain choices (gasnet+smp, source-build, cache, manual-counter cache invalidation, cross-locale verification grep) on a dedicated page; cross-link from Home + Cleanup-Log-2026-06-01. Also records the setchplenv.bash MANPATH-unbound-variable fix as a known sharp edge so future chapel-from-source steps can crib the defensive 'export MANPATH=${MANPATH:-}' pattern.
