feat: add mission console shared shell overlap

Summary

• add the new mission-console route with launch windows, operator lanes, and a decision rail
• rewrite the landing-page hero to feature mission console as the new shared conflict surface
• update shared shell navigation, status strip, footer copy, and global mission-console styling

Validation

• npm run lint
• npm run build
• npm test could not complete in this session because the installed Vite/Vitest stack requires a newer Node runtime than the session's v20.15.0
