[Bug] Chat box not initially focused

Current Behaviour

When pressing the chat button on a controller, the chat box needs to be selected before being able to type. This also happens when opening the chat on a keyboard while a controller is in use.

This happens on any operating system and on any controller.

Expected Behaviour

When pressing the chat button I should be able to instantly start typing instead of having to click the chat box.

Reproduction Steps

1. Press D-PAD up (the default bind)
2. Try to type
3. Realize it doesn't work until clicking the chat box
