Index past council motions

We would like to display the past council motions in the app: the one that passed but also the one that didn't

Data that need to be indexed:

• Proposal ID
• Title of the proposal (if there is one)
• Proposal Description (if there is one)
• date of creation
• date of last update
• Proposer
• Member Threshold
• Section
• Method
• Status
• Number of Aye and Nye with details on who voted what

This is now deployed. There is one caveat that Subsquid does not currently handle proxy extrinsics and so any votes cast through a proxy call are currently not showing. They plan to add proxy support in the next release. We can probably put in a work around if it takes longer than anticipated.
