Describe the bug

1. Code app using a custom connector (with OAuth) cannot resolve custom connection beyond dev environment.

Steps to Reproduce

1. Create a code app, add a connection to a custom connector that uses OAuth.
2. Deploy the app from its origin environment to another environment (UAT or PROD).
3. See error

Expected behavior

1. Power Platform resolves the custom connection used in the origin environment with the custom connector connection in the target environment.

Actual behavior

1. Power Platform fails to deploy (solution export and import) a code app using a custom connector using OAuth.
