Is there currently a way to rely solely on CMake instead of Colcon?

MTC is a ROS package that depends on numerous upstream ROS packages. Thus, it requires ament.
Otherwise, it is build solely with cmake. colcon is just a fancy wrapper around cmake.
What is your actual problem? Please describe in more detail.

Hello, the ROS2 framework I'm currently using cannot meet my requirements. I want to implement the MTC and the hybrid orchestrator in MoveIt2 using C++ and CMake. Therefore, I would like to include the design documents and source code as references. 之后的之前 ***@***.***

I still don't understand your requirements. What do you mean by design documents? Where should that included?
How is that related to building MTC?
