[Bug]: Modified upload time based on metadata of file

Bug description

Whenever we upload a file into the server. The modified time should match the upload time and not metadata of the file.

Steps to reproduce

1. Start the server
2. Upload an old file that is created in the past.
3. Modified time should match the current time instead of metadata of the file uploaded.

Expected behavior

Whenever user uploads a new file. It should match the current time.
