Consistent commits #11
Description
If you rerun patchy, it generates a new set of commits, even with no changes to the patches.
I suspect this is mostly caused by new commit timestamps.
Having consistent commits could allow us to better trigger events (e.g. release activities) based off pushes, since currently a push is made every time patchy is run
