Add-on store front end: Add link to information on submitting an add-on #6

Description

@Qchristensen

Issue:
The old add-on site on nvda-project included a blurb at the top with information about installing add-ons, how to join the add-on mailing list, and also on how to submit an add-on for inclusion. The new web frontend links to the user guide for help with installing and using add-ons, but does not currently offer any instructions on how to submit add-ons or information about the mailing list.

Proposed solution:
Add two sentences to the blurb at the top of the web frontend to read something like:

"You can subscribe to NVDA Add-ons Central mailing list to talk about how to write add-ons, get advice to solve specific problems, share news that impacts add-on developers etc.

To submit a new add-on, please see the NVDA add-on store GitHub page."

Alternatives:
This information could be added to the NVDA user guide (already linked to). That document is specifically end-user focussed, where the add-on store front end may also be found via developers searching the web for information on how to submit add-ons.

Other Comments:
The proposed wording was taken from (and adapted from) the old page, which I grabbed a wayback machine snapshot of from https://web.archive.org/web/20250228000643/https://addons.nvda-project.org/index.en.html - it's a starting point and I'm happy for changes to be proposed.
