Update the minimum cmake version to 3.16.3 #235
Description
bump the minimum cmake version to 3.16.3 (the latest version for Ubuntu 20 released in Jan 2020). currently the minimum allowed version is 3.5.1 (released in 2015) and clang often warns that cmake versions <3.10 would be deprecated soon.
