Add a JavaScript modal when submitting a note to confirm it is not a bug report, a code example, or other reasons for deletion

Outside of spam, many people will post notes that are deleted because they don't follow the rules and is a waste of people's time.

Maybe adding a JS modal before submitting to ask the user to confirm it follows the notes posting rules and redirect people to the proper bug reporting channels might be worth it?
