Allow blacklisting packages for updates

Problem

The same way it's done on pacman.

The config file has a part where the user can define packages to be not updated (and hopefully set a specific version?)

It's now available on nightly. You can install the package imperatively with pkg_name@version (if version is set, it's pinned, or you can use declarative package management).

For declarative management, use soar defpackages to create ~/.config/soar/packages.toml. It does have some examples to get started. Then, use soar apply to install these. :)
