Extracted from #842: It would be great to use https://typing.python.org/ as canonical URL for what currently is https://typing.readthedocs.io/.

To do:

1. The Typing Council should ask the Steering Council for their blessing. (Permission to put typing docs at typing.python.org steering-council#279)
2. A CNAME entry needs to point from typing.python.org to readthedocs.io.
3. We should switch the canonical name in the readthedocs settings (https://app.readthedocs.org/dashboard/typing/domains/).
4. We can update links to the new canonical URL (Update URLs to typing.python.org #1940)
