Windows on ARM64 (win_arm64) support — plans, and torch 2.13 bump?

Hi ExecuTorch team,

I'm from Microsoft and currently looking into Windows-on-ARM64 (win_arm64) support for ExecuTorch.

Context: PyTorch publishes win_arm64 wheels starting from 2.13 (the nightly index has no 2.12 win_arm64 build), while ExecuTorch currently pins torch 2.12. Building against an off-pin torch introduces version-skew friction, so aligning the torch pin to 2.13 looks like the most realistic first step toward native win_arm64 support.

Questions:

• Is there any plan or work in progress for win_arm64 build support?
• Is bumping to torch 2.13 a prerequisite for this? If so, is a 2.13 bump already planned, and roughly when?

We usually coordinate PyTorch and ExecuTorch pins on each new release (PyTorch 2.12 is the latest stable release), so I expect the next release of ExecuTorch to be pinned with 2.13 (with a release date for both likely in July).

On win_arm64 build support: @psiddh do you know about this?
