move process to bottom of page

For the GNSS CCN, it was requested:

• To move the "process" button to the bottom of the page.
• Add a "clear" button to deselect all datasets.

Before implementing these changes, they must be discussed to allow for a new general layout to be agreed.

This feedback was specifically given on the data workflow, but I think applies more broadly.

The interesting feedback that led to this opinion is that the user wants to use the page as a single top-down workflow. With actions in this order:

1. Filter
2. Select
3. Action

Having actions at the top forces the user to break this flow. However, in order to have actions in a predictable places, space above the actions has to be limited. Paging is one way to ensure that the distance between the selection and the action is limited.
